Konsekvenser av å endre eller fjerne tilknytningsplikten til fjernvarme
Sammendrag
In the current Norwegian district heating regulation, municipalities may impose on
buildings an obligation to connect to a district heating system within a defined
concession area. Historically, this obligation, along with market conditions and other
policy measures, has supported significant growth in district heating. We find that it is
possible to remove the obligation without major impact on security of supply, costs or
environmental targets, although expected growth in district heating towards 2025 will be
reduced. It is also possible to make changes to the current model in order to improve
coordination between suppliers, customers and municipalities and create more a more
predictable framework for gaining exemptions from the obligation.
